1. Executive Summary

A confidential entity is currently conducting a multi-state site selection process to identify the future home of “OPERATION: 5” — a transformative redevelopment initiative focused on applied AI, immersive media, and cultural technology. This flagship project will anchor a new pillar of economic growth in the United States, reshaping industries and redefining the intersection of culture and innovation.

This Request for Proposals seeks qualified responses from development-friendly states, metros, and private developers offering urban, walkable, mixed-use sites capable of supporting an integrated, high-performance, and globally significant innovation district.


2. Vision for Operation: 5

“OPERATION: 5” will establish a new national platform for AI-driven innovation across sectors, blending next-generation technology with urban culture, storytelling, design, education, and commerce. The selected site will house research, production, workspace, hospitality, housing, performance venues, retail, and public realm assets — creating a live-work-play-learn ecosystem on a global stage.

At its core, the initiative represents a fifth economic pillar to complement and extend traditional American industry sectors, integrating AI, cultural content, immersive environments, and creative economy infrastructure.


3. Site Requirements & Selection Criteria


A. Location Attributes (Must Have):

  • Located within a development-forward state

     
  • Situated in or adjacent to a major metro with population 1M+

     
  • Mixed-use zoning or zoning flexibility (residential, commercial, entertainment, institutional)

     
  • Demonstrated walkability and access to public transit

     
  • 10G broadband infrastructure (existing or funded upgrade path)

     
  • Adequate energy infrastructure (grid capacity, renewables, microgrid potential)

     

B. Preferred Site Characteristics:

  • Established, urban environment with opportunity for redevelopment

     
  • Minimum contiguous site area: 15–25 acres

     
  • Proximity to:

     
    • Major airport (within 30 miles)

       
    • University or R&D institution

       
    • Cultural or innovation districts

       
  • Access to Class A office, hospitality, retail, and housing

     
  • Incentive programs supporting technology, job creation, sustainability, and export growth

     

C. Development Readiness:

  • Clear title and/or willing seller or P3 opportunity

     
  • Infrastructure in place or committed capital plan

     
  • Political alignment and local government support

     

4. Submission Requirements

Respondents must submit a comprehensive package including:


  • Cover Letter (signed, 1-page)

     
  • Site Overview: Address, acreage, ownership, imagery

     
  • Zoning and Entitlements Summary

     
  • Infrastructure Overview: Broadband, energy, mobility

     
  • Economic Incentives: Local/state/federal programs applicable

     
  • Redevelopment Potential: Existing conditions, URA, tax increment, etc.

     
  • Community Assets: Walkability, amenities, nearby institutions

     
  • Partnership Interest: Public/private coalition or joint venture opportunity

     
  • Confidentiality Acknowledgment
